Zelensky Declares Absence of Definitive Defense Guarantee from European Partners
Ukrainian President Volodymyr Zelensky says European allies have not given him solid assurances that they will defend Ukraine in the case of a future Russian attack.
"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a definitive and straightforward response yet," he stated to the press on midweek.
His comments come a day after the UK and France inked a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is reached.
However, full security guarantees have yet to be solidified. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
After the Paris talks, which involved some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron later said thousands of troops may be deployed.
Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as part of the peace proposals are still being discussed.
The Russian government has thus far remained silent on the announcement made in the French capital.
Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in February 2022, and Moscow currently controls about one-fifth of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to support Ukraine for the foreseeable future".
He continued: "It establishes the pathway for the legal framework under which allied military personnel could operate on Ukraine's territory, protecting Ukrainian airspace and waters, and rebuilding Ukraine's armed forces for the future."
Zelensky hailed that accord as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political resolve, and that the partners are ready, and the allies are willing to give us robust economic measures, powerful defense assurances," he said when questioned if nations in Europe would come to Ukraine's aid.
"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your inherent capabilities."
Persistent Challenges and Fighting
Negotiations in Paris were also significant owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
One envoy stated the allies "mostly completed" their work on finalizing security arrangements.
Last week, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the center of unresolved issues for negotiators.
Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected ceding any territory, but has proposed that Ukraine could redeploy its forces to an established line - but only if Russia reciprocated the action.
Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the adjacent Luhansk region. The two regions form the industrial Donbas region.
It has been intensifying attacks against Ukrainian cities - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
