Trump's Capture of Maduro: Turning a Global Superpower into a Lawless Actor

Amid the widespread uncertainty following the US strikes on Venezuela, the apprehension of President Nicolás Maduro, and statements from Trump that the US will “run” the country and “take back the oil”, there is no doubt – these actions create a deeply alarming precedent.

A Dark Legacy and an Unprecedented Move

The United States has a grim history of meddling, military incursions, and control in Latin America, but this past Saturday morning marked its premier large-scale offensive on the continent of South America. “The preeminence of America in this region is now beyond dispute,” the President stated.

The decision to unilaterally attack another sovereign country and abduct its leader – just a short time after he publicly sought an off-ramp – carries even broader implications. We all have reason to be worried.

A Nation Left in Limbo

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, commonly thought to have rigged the previous presidential vote. They now face a future of deep insecurity. Mr Trump has suggested that Maduro's second-in-command, Delcy Rodríguez would do as the US says, and rejected rightwing opposition leader and Nobel prize-winner María Corina Machado as a credible successor.

However, Ms Rodríguez, now the interim president, has so far adopted a posture of resistance – and other parts of the leadership-stricken government are considerably more radical.

From Global Policeman to International Outlaw

A man who came to office vowing to end foreign wars now says he is “not afraid of boots on the ground”. Rebranding the Department of Defense as the Department of War was not merely symbolic. He fails to perceive the world’s superpower as a international peacekeeper; he is turning it into a rogue state.

He holds the view that the US’s might permits it to do as it wishes with little consequence: observe the military actions against Nigeria and Iranian installations. He claims that control of Venezuela's petroleum means this new undertaking “won’t cost us a penny”.

An Attack Without Legal Justification

George W. Bush launched the invasion of Iraq on a lie. But this illegal attack came lacking any form of UN approval or authorization from lawmakers; key legislators received no advance notice and say they were actively misled in briefings. Mr Trump aims not merely to stretch international norms, but to obliterate them.

Set aside the implication this carries to Vladimir Putin, Xi Jinping and others, and question the future path of the United States. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, no US personnel died. Mr Trump’s growing sense of invincibility will almost certainly fuel more reckless actions.

Flimsy Justifications and Underlying Drivers

No one buys the excuse that this is about drugs. Venezuela is only a small transit route for cocaine; Mr Trump recently pardoned the ex-leader of Honduras Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself has been explicit that he is motivated by the allure of petroleum resources as well as a desire to project strength, the worldview of key officials, and the quest for a legacy as his standing with the American public falters.

Tepid International Response and Waning Global Governance

The worldwide reception, especially in Europe, has – with notable outliers – been surprisingly subdued. That’s not due to Mr Maduro’s sins, but fear of Mr Trump’s wrath. The strong reaction from UN Secretary General António Guterres was commendable, but this episode emphasizes the institution’s growing irrelevance.

Mr Trump’s voters who oppose foreign entanglements could potentially force him to redirect his gaze inward – but soaring healthcare premiums, economic unhappiness and ongoing controversies make foreign conflicts more appealing.

We are not yet 12 months into his presidential term. Other governments may regret it if they stay silent now, considering the potential next target.
